Pavement Management System (DMPMS)

Pavement Manager® was implemented for Dubai Municipality in
years 2001 – 2003. Dubai Municipality manages 4000 km Road
Network which includes a mixture of Urban and Rural roads.
Challenge:
Dubai Municipality has historically used manual pavement surface
distress data collection and 19 distresses were collected. Several
problems were identified by Dubai Municipality and AgileAssets regarding
the pavement surface distress data collection.
- There were too many distresses to collect
- Field data collection was inefficient and time consuming
Dubai Municipality performs the following data collection:
- 50% network surveyed each year
- Each PM section is divided in 100m long sample units
- 30% sample units are surveyed at Rural network
- 100% sample units are surveyed for Urban – Arterials,
Locals, Collectors
The challenge was to first identify the representative and a reasonable
number of distress types and second to make the data collection
and data entry efficient.
AgileAssets Solution
AgileAssets conducted sample surveys to identify which distresses
are frequent and which are not. Six years of historical distress
data was reviewed. A total of nine distress types were retained
for Dubai Municipality PMS.
In order to overccome the inefficiencies of traditional paper pencil
walking surveys which required field data to be manually entered
into the system by technicians, AgileAssets looked to tablet computers
for direct field data entry.
An improved data collection software application was developed to
record distress data in the field. Data transfer interfaces were
utilized which allowed for the uploading and downloading of data
between the tablet computers and the PMS database server. The software
window screen and the tablets implemented in Dubai are shown here.
Results:
- PMS project won the award in the “Distinguished Technical
Project” category in the Dubai Government Excellence Program
Awards in 2003.
- Dubai Municipality was able to significantly reduce the data
collection and data entry resources by adopting a new data collection
technique with the help of AgileAssets.
