ITD Improves Ability to Make Proactive Decisions

 

Goal

To scope, purchase and launch a Transportation Asset Management System (TAMS) that would allow the Idaho Transportation Department (ITD) to develop a performance management program that develops plans, targets investment, measures what matters, and assesses progress.

Challenge

ITD had been operating without a maintenance management system since 2005 and with an existing pavement management system more than 30 years old, with data only available to technical experts, leading to an extreme disconnect between departments. As the transportation demands grew, revenues declined and costs soared. Existing systems were not comprehensive or successfully integrated and required improvements in organizational development, efficiency, productivity and cost effectiveness. The implementation of an effective TAMS was a critical next step, and ITD had a 15 month deadline to comply, initiated by a Governor’s Executive Order.

Solution

  • ITD chose AgileAssets Inc. to provide, customize, configure and install a fully integrated TAMS for all pavement and maintenance operations.
  • The new system provided by AgileAssets gave ITD the capability to provide a single point of entry for data for ease of use, compliance and accuracy, interface with the financial system to provide cost and payroll functions, and design short- and long-term plans for scheduling and budgeting purposes. ITD’s new TAMS delivered a streamlined process to manage asset inventory and track performance metrics.
  • Team leadership and structure proved to be the foundation to progress during the implementation. ITD project managers worked directly and collaboratively with AgileAssets’ project manager and consulted customers regularly, supporting open lines of communication.

Benefits

Following the implementation of the TAMS, ITD enhanced their ability to make proactive decisions in efforts to maximize availability, usage and cost effectiveness of resources. The TAMS results in overall improvements in efficiency, productivity, decision making, organizational development, accountability, planning, reporting, speed of information gathering and transparency. All project deadlines were met, starting with the selection of AgileAssets in December of 2009 and finishing with the system going live in December of 2010. ITD proved their dedication and tenacity to legislature and tax payers by completing the project on-time and on-budget, regaining respect from the public.
