Goal
To combat the “silo effect” within North Carolina Department of Transportation (NCDOT) by creating a cohesive culture through integrated asset management practices. NCDOT was also charged with extending the asset management system to include pavements, bridges, and tradeoff analysis, while utilizing data for each asset group to prioritize maintenance needs and define performance thresholds.
Challenge
The North Carolina Department of Transportation is responsible for one of the largest, most complex systems in the country, responsible for building, maintaining, and managing 80,000 center lane miles with a staff of 12,000.
- Acquiring an organization-wide system which ensures cost savings, improved resource management and efficient reporting. This challenge is magnified by constraints in funding, coupled with growth of population and traffic density.
Solution
NCDOT chose AgileAssets Inc. to provide customized, configured and integrated software for greater organizational efficiency and cost savings. NCDOT and AgileAssets collaborated to streamline the organization’s asset management operations beginning with the installation of a comprehensive Maintenance Management System (MMS), and complementing the enhanced MMS with AgileAssets® Pavement Analyst, Bridge Analyst and Trade-Off Analyst modules. AgileAssets also provided professional service offerings including training and implementation to support NCDOT’s staff throughout the process.
During the implementation of all systems, AgileAssets set up a user familiarization area (UFA) and worked with NCDOT personnel to conduct a full gap analysis comparing the agency’s desired business processes with the latest version of the packaged software. As a result, in addition to specific and specialized configurations for NCDOT, a number of customized enhancements were also defined and implemented, enabling the software to correspond with NCDOT’s business practices. The final solution incorporates almost all aspects of the agency, ranging from optimization analysis to establish plans and budgets for upper management, through resource estimation and balancing for District and County level management; thus providing NCDOT as one of the first states with a comprehensive and fully integrated asset management system.
